Brake cable/head tube contact

I ride a Merlin Road serial # 8466,Durace STI 8spd. Noticed that brake cables were rubbing on head tube so stuck clear plastic discs between contact points."Discs" have worn completely through and cables have actually "eaten" in-to head tube. Have tried light abrasive materials to remove "marks" on head tube with little success. Question: Is it normal for cable-casings to contact head tube (except on "hard turns"?) Does anyone else have my problem and if so how corrected?
