There is nothing as rewarding as building your own wheelset. I built a front wheel radially laced with 28 oval wheelsmith spokes, Mavic Reflex SUP ceramic and American Classic OS-19 hub and alloy nipples. It's about as light as a Helium and it's fairly sturdy.
As far as what I'd recommend... I don't like my hub. It's not very smooth. I've heard a lot of good things about Chris King. Ceramic rims eat through brake pads, but they stop real well. Titanium spokes are a bad way to go because in order to use titanium spokes you have to use brass nipples and that offsets the weight savings. Besides, they are too brittle and snap often.
Wheels are the best place to save weight, but you have to keep in mind your riding style, your weight and your needs. You should first decide if you need a sturdy wheelset or a light one.
