When mounting the bearing from the OUTSDIE the "Steped Spacer" supports the inside race of the bearing. If you were to draw the spindle though the inside race on one of the bearing would NOT be supported and COULD be damaged. I Press my bearing in one at a time, using the steped spacer to support the inside race. Let me know if you need specs on the steped spacer.
